Passing the Election Crisis Stopgap Solution

For the Term 3 City Council elections, all 5 registered candidates (Ratat0ing, Seared, Anvil, CreepilyCreep, and Lordchieftain) shall be seated on the Council without the typical election process, with approval from a simple majority of registered Icenia City voters in a referendum poll.
